Clean Energy Transformation Act (CETA)

The Clean Energy Transformation Act (CETA) was passed into law in 2019 and applies to all electric utilities serving retail customers in Washington and sets specific milestones to reach the required 100% clean electricity supply. CETA requires electric utilities to prepare a Clean Energy Implementation Plan (CEIP) by January 1, 2022, and every 4 years thereafter.

Big Bend Electric Cooperative has submitted a CEIP to the Washington State Department of Commerce. The plan details actions to meet targets for renewable and non-emitting energy, energy efficiency, and demand response.

Utility Resource Plans

Washington law (RCW 19.280) requires all electric utilities to create and regularly update resource plans. These plans help estimate how much electricity will be needed and what resources will be available to meet that demand over time. The goal is to ensure that utilities are planning ahead to provide reliable and cost-effective electricity. Every two years, utilities must share their plans or progress reports with the public and submit a summary of their estimated electricity needs for the next 10 years to Commerce. Commerce compiles this information and reports it to the state Legislature.

RCW 19.405.070 and WAC 194-40-060 required all electric utilities serving retail customers in Washington to calculate and report the fuel mix of the electricity to Commerce through calendar year 2022. To review reports after 2022 please visit the following website:
