Harness the Power of Solar & Wind With Net Metering

Big Bend Electric Cooperative (BBEC) offers Net Metering to our members under Washington State’s RCW 80.60. If you have a solar panel or wind turbine that generates electricity, you may be eligible to reduce your electric bill through our Net Metering program.

What is Net Metering?

Net Metering allows you to generate your own electricity using renewable energy sources like solar or wind. If your system produces more electricity than you use, BBEC can “save” that excess energy for you to use later. Here’s what qualifies as a Net Metering System:

• Fuel source: Uses water, wind, solar energy, or biogas from animal waste
• Capacity: Generates no more than 100 kilowatts-AC of electricity
• Location: Installed on your premises with an active BBEC account in your name
• Connection: Operates in parallel with BBEC’s distribution system
• Purpose: Offsets part or all of your electricity needs

Important Notes:

• Net Metering can only offset energy use at the installation site plus 1 additional account (as per RCW 80.60.030 – meter aggregation).
• “Saved” electricity must be used within 12 months. Excess generation is reset on April 1 each year as per WA state law.

To interconnect your Net Metering system with BBEC, you must follow the Net Metering Standards (PDF).

How to Apply for Net Metering

1. Fill out the application: Complete a Net Metering Application (PDF) for each system. Include details about size, location, fuel source, and equipment configuration. A blade-type lockable disconnect is required for your system. A production meter is not required.
2. Submit your application: Email the completed application to BBEC or submit by USPS mail at PO Box 348, Ritzville WA 99169
3. Pay the application fee: Submit a $400 fee by check, cash, or money order. Payment can be made by:
   • Mail: PO Box 348, Ritzville WA 99169
   • Drop box locations: Ritzville, Mesa, Pasco Drop Box Locations
   • In person at the Ritzville office
   • *Note: We cannot accept payment by phone or online for application fees. 
4. Application processing: Applications are processed on a first-come, first-served basis. Your application will only be reviewed after the fee has been paid.
5. Approval notification: BBEC will notify you once your application is approved.
6. Proceed with Installation: Install your solar or wind system, following all local codes and permitting requirements.
7. Inspection: After your system passes the state electrical inspection, contact BBEC for our inspection and interconnection process.
8. Capacity limits: BBEC has a limit on how many Net Metering systems can be connected. Applications are processed in the order they are received.

Note: Any modifications to an existing system require a new application and a $400 fee.
